Staff Handbook - Administrative and Support Services
The Campus Copy Center, located in the rear of the Police Building, provides a variety of copying services, including laser color, engineering / oversize, folding, cutting, dry mounting, faxing and binding. The center also provides students with course packets required by the course instructors. See Marketing and Communications. Instructional Media and Technology The Division of Instructional Media and Technology supports the instructional process of the University by providing services to faculty, staff and students through the departments of Media Resources, Television Resources, Learning Resource Center and Testing Services. Media Resources serves the campus with multi-media equipment for classroom, research, presentations and special functions. It also serves as the ID card production center. See University (Campus) Police. The Lost and Found policy for UNO involves a University-wide effort to coordinate activities that will maximize lost personal property being returned to the rightful owner. Any personal property found in an on-campus building should be turned over to that building’s specific Lost and Found Center. Items turned in will be picked up by University Police where attempts will be made to identify and contact the owner. Personal property not identified will be turned over to the University Center's Front Information Desk, where all persons seeking property should be referred. Marketing and Communications, Office of The Office of Marketing and Communications is the University's full-service, in-house advertising and marketing agency; The office coordinates all University advertising, marketing, publications and graphic design efforts. The Marketing and Communications team of marketing professionals assists academic and administrative departments with advertising, marketing, copywriting, graphic design, direct mail, publications and print management. Examples of such services include:
Metropolitan College coordinates credit extension, noncredit continuing education and international education programs on behalf of the University of New Orleans. The college extends the University's educational resources to meet the more specialized training needs of business, industry and government. Graduate and undergraduate credit classes are offered off campus at the UNO Downtown Center and the UNO Jefferson Center, as well as at other satellite locations in the River Parishes area. The Division of Academic Extension and Public Service is also responsible for weekend, sunrise, mini-session and in-house credit programs, and administers the Bachelor of General Studies degree. Noncredit, personal enrichment programs, lifestyle and leisure, study skills, and career planning assistance are also offered through this division. The UNO Downtown Center houses the Division of Professional Development, which offers certificate programs, short courses and seminars to train and update the skills of New Orleans’ professional community. The Personal Computer Learning Center, also located at the UNO Downtown Center, offers a microcomputer certificate program, as well as specialized noncredit training in microcomputer hardware and software for individuals and the business community. The UNO Paralegal Institute offers a minor concentration and certificate options in paralegal studies. The Division of International Education coordinates credit and noncredit, summer study programs in Austria, Italy, France and Belgium. Programs range from three-week programs to full year student exchanges. The division also administers the Institute for Comparative Study of Public Policy. The Office of Conference Services assists the University community in producing conferences and workshops for the general public and for specialized audiences. The Eisenhower Center carries on a UNO tradition of scholarship with research and conferences on the Second World War, the Vietnam War, and U .S. presidency in the twentieth century. If you are interested in participating in a nontraditional learning experience, either as an instructor or a student, you are encouraged to contact Metropolitan College. Departments may obtain materials and supplies, furniture, and certain equipment items from Office Supplies, located in Room 113 of the Campus Police Building. The office supplies requisition is used for this purpose. University insurance does not cover privately owned property even though it is in University-owned buildings or housing. Facility Services is responsible for repair and alteration of all University facilities. Facility Services provides the University community with the following services: Facilities Maintenance and Repairs - painting, carpentry, signage, locks, plumbing, vehicles and electrical.to top Property Control Management Movable Equipment All items of moveable property having an “original” acquisition cost, when first purchased by the State of Louisiana, of $1000 or more, and all gifts and other property having a fair market value of $1000 or more, must be placed in the University’s inventory. Because UNO is a state agency, all equipment purchased by the University, even items purchased with grant funds, is the property of the State of Louisiana and subject to the State’s Property Control Rules and Regulations. Department Chairs are responsible for the control and security of moveable equipment within their departments. Property Managers shall be notified in writing of all moveable equipment to be transferred between departments. In order to dispose of moveable equipment in any manner (scrap, dismantle or trade-in) prior approval of the Property Manager is required. The University will demand the return of any equipment disposed of without the prior approval of the Property Manager. Departments will be required to either return or replace any equipment disposed of improperly. The Public Information Officer, who reports to the Vice Chancellor for University Relations, is responsible for arranging publicity, including writing and determining media distribution of press releases, media advisories, and public service announcements; coordinating press conferences and media interviews with administrators, faculty, staff and students; maintaining appropriate relationships with members of the working press; editing the faculty/staff newsletter; helping develop and implement public relations programs for the University, including special events; and providing counsel on issues involving the University and higher education, and their publics. The Public Information Officer's services are available to all departments and programs. See Public Information Office. Public Service Training, Office of The Division of Public Service Training conducts research and training with adaptive computer equipment for visually and hearing impaired and trains state-level public sector employees. The Office of Purchasing handles all requisitions for materials, supplies, services and equipment purchased off campus. Staff does not have the authority to commit University funds, regardless of source (state, federal, private grants, student fees, etc.) without prior approval from the Office of Purchasing and appropriate administrative offices. Purchases made with personal funds without prior approval will not be reimbursed, even though the purchase is worthy or essential to the University’s purposes. Purchasing regulations are based on the LSU Board of Supervisors’ policies and on state purchasing and bid laws. More specific information is available in BOP 19-1. The Office of Purchasing has the responsibility for obtaining prices on all items. In case of an emergency, however, you may obtain a purchase order number from Purchasing by telephone. Your department must submit a requisition, including this number, to Purchasing within two working days. The Division of Telecommunications within University Computing and Communications maintains the telephone system that provides service to the entire campus, including residence halls. You may place an on-campus call by dialing “3” and the last four digits of the telephone number (i.e. 36366). To place an off campus call you must first dial “9”. If you need to make long-distance calls concerning University business, you will be assigned a “caller identification number” for the University’s long-distance service. Long-distance calls are billed to University departments and offices, and itemized listings of these calls are sent to each department monthly. Personal use of University service is strictly prohibited. Telephone credit cards are also available for those employees who regularly need to make calls while traveling on University business. Personal use of the telephone credit cards is strictly prohibited. University Buildings and Grounds As a staff member, you have responsibility for the proper use of University facilities and for the care of University property including supplies, materials and equipment. University buildings or property may not be used for personal gain. You should report missing items immediately to your department chairman and to UNO Campus Police. Non-scheduled use of classrooms should be cleared in advance with the Office of Student Records and Registration. Academic space, other than classrooms, is the responsibility of the Office of Academic Affairs. Use of space in the University Center (UC) should be arranged through the UC Reservationist. Use of outdoor space should be coordinated with the Office of Student Services. Use of University facilities by outside groups must be cleared through the Office of Financial Services. Any social event that includes alcoholic beverages must be registered with the Office of Financial Services. See Auxiliary Services above. University Computing and Communications See the University Computing and Communications web site for more information. The University Police Department serves as the lead public safety agency on campus. The department is specifically designed to coordinate all requests for assistance relative to threats to personal safety, theft, personal injury (i.e., medical emergencies), harassment, fire, vehicle mishaps and any other requests for which an immediate response is warranted. The first objective at the department is the presentation of life and property. To accomplish this, the University Police operates 24 hours a day, seven days a week, including holidays, semester breaks, as well as during any catastrophic occurrences that might befall the University community. If you need to file a complaint, or report a fire, accident, chemical spill or other type of emergency, call 280-6666. Campus Police will respond promptly to any location on campus and will request municipal fire, EMS or police support, as required. In cases of medical emergencies that occur on weekdays between 8 a.m. and 4:30 p.m., you may wish to call Student Health Services directly. In all cases, calls are eventually routed to University Police that acts as a clearinghouse on campus for emergencies. For other emergencies, University Police is readily able to summon assistance from NOPD and ambulance service. For walk-in assistance, the University (Campus) Police Building is located on the northwest side of campus, adjacent to the Fine Arts Building and across the street from the Liberal Arts Building.
